Title Classifications & Definitions: 

  • Original Title – Title issued to a new owner for the very first time and most commonly issued upon transfer of ownership.
  • Duplicate Title – A duplicate title is issued when the current title has been lost, stolen or destroyed.  No transfer of ownership occurs.
  • Replacement Title – A replacement title is issued when the current title needs to be updated, was previously electronic or if the title is defaced.  No transfer of ownership occurs.
  • Salvage Title – A salvage title is issued when a vehicle is wrecked and/or rendered a total loss in an insurance claim.  Law enforcement also brands vehicles as salvage when taking title to abandoned vehicles.  Salvage vehicles are not road worthy and cannot be driven on public roadways until they are properly inspected by the Ohio State Highway Patrol.
  • Rebuilt Salvage Title – A rebuilt salvage title is issued once a salvage vehicle has been inspected at an Ohio State Highway Patrol inspection station and the inspection report is surrendered to the Clerk of Courts title office.  Once a salvage title has been converted to a rebuilt salvage title, license plates and a registration may be purchased at a Deputy Registrar’s office and the vehicle may be driven on public roadways.

Title Division Questions and Answers

 

Your out-of-state vehicle title must be converted to Ohio before you can obtain Ohio license plates.

First, if you hold the title to your vehicle, take your vehicle to a local Deputy Registrar’s BMV for an out-of-state VIN inspection.  Bring the original inspection slip and original out-of-state title to the Delaware County Clerk of Courts Title Division to obtain an Ohio title.  Also, please bring your Ohio driver’s license and proof of Ohio residency.  We will issue an Ohio title that you can present to the BMV to obtain Ohio license plates and registration.  The cost for an Ohio Title conversion is $18.50.  (The fees for all services provided by an Ohio BMV such as a driver’s  license, inspection,  Ohio plates and registration are extra.)

The Delaware County Clerk of Courts Title Division located at 2079 U.S. Route 23 North in Delaware is a one-stop shop where you can get all your transactions completed at one location.

First, if you are making payments on your vehicle and your title is held by your bank, your lien holder must release the original title to one of our title offices.  The necessary forms can be found on this website.

After we receive your out-of-state title from your lien holder, you will need to obtain an out-of-state VIN inspection  at a local Deputy Registrar’s BMV.  Bring the inspection slip to the Delaware County Clerk of Courts Title Division where you have instructed your lien holder to send your title.  You will also need to bring your Ohio driver’s license and proof of Ohio residency.  We will return the Ohio title to your lien holder and we will issue a title memorandum that you can present to the BMV to obtain Ohio license plates and registration.  The cost for an Ohio Title conversion is $18.50.  (The fees for all services provided by an Ohio BMV such as a driver’s license, inspection, Ohio plates and Registration are extra.)

You can download and print an “Application for Title” from our website, just above this section.  Fill out all pertinent information including your current address with year, make and VIN of the vehicle.  Sign the application in front of a notary public.  Mail the application to one of our title offices listed at the bottom of this page along with a stamped, return envelope and a check for $15.00 payable to the Delaware County Clerk of Courts.  Please include your new address where your title should be mailed and your phone number if we have questions.  Your replacement title will be mailed to you the same day that we receive your request.

You are able to obtain a duplicate title at either of our Title offices.  You will be asked to show a valid driver’s license or state identification card and the VIN of the vehicle.  If the vehicle is titled in two names, both owners must be present to sign for the duplicate title.  If either owner has had a name change since the time the title was issued, documentation of the name change will be required.  If there is an active lien on your vehicle, you will be asked for a signed lien release letter from your lien holder.  The cost for a duplicate title is $16.00, including the notary fee.

You are able to obtain a printed title at either of our title offices.  You will be asked to show a valid driver’s license or state identification card and the VIN of the vehicle.  If you have had a name change since the time the title was issued, you will be required to show sufficient documentation of your name change.  If your lien holder has not released the lien electronically, you will be asked for a signed lien release letter from your lien holder.  The cost for a replacement title is $16.00, including the notary fee.

You will also need to bring the original out-of-state title from the seller.  The title assignment must be complete with no alterations.  If the out-of-state title requires notarization, the seller must sign in front of a notary public.

In certain circumstances such as if the title does not contain a space for the purchase price or if you purchase a vehicle from a dealership, a bill of sale or dealer’s invoice  will be required.

You will also need to bring your Ohio driver’s license.  We will collect Ohio sales tax and titling fees at the time the title is issued.  If you paid a portion of your sales tax to an out-of-state dealership, proper documentation of this partial payment is required to apply a sales tax credit to your transaction.

A federal odometer statement is required if you purchased or leased your vehicle from an out-of-state dealership.

You will need to bring the original Manufacturer’s Certificate of Origin (MCO), a dealership’s bill of sale and an original federal odometer statement to the Delaware County Clerk of Courts Title Division.  A new vehicle does not require a VIN inspection.

You will also need to bring your Ohio driver’s license.  We will collect Ohio sales tax and titling fees at the time the title is issued.  If you paid a portion of your sales tax to an out-of-state dealership, proper documentation of this partial payment is required to apply a sales tax credit to your transaction.

Yes.  When an Ohio Certificate of Title is in two names, the names are joined by the symbol “&,” meaning “and,” rather than the word “or.”  Therefore, both owners are required to sign to get a replacement title, duplicate title, refinance the vehicle, and buy or sell the vehicle.  Both owners must sign in front of the same notary public at the same time.  If one owner is not available, he/she may give the other owner notarized power of attorney to sign on his/her behalf.   Power of attorney forms are available on this website under “Forms.”
